The San Francisco International Airport (SFO) announced that Harvey Milk Terminal 1 has been honored for its partnering approach to construction. In their 2022 awards, the International Partnering Institute (IPI) recognized the facility with their 2022 Partnered Project of the Year. The award was announced at the John L. Martin Partnered Project of the Year Awards Ceremony, held on July 15, 2022.

“Partnering is the foundation of how SFO approaches capital projects,” said Airport Director Ivar C. Satero. “By breaking down barriers and organizational silos, this approach unlocks the collaboration and problem-solving that deliver exceptional outcomes. In no other project was this belief more fully realized than in the construction of Harvey Milk Terminal 1. My thanks go out to the entire project team and to the International Partnering Institute for this honor.”

“The SFO Harvey Milk Terminal 1 team was a double-mega project with a defined line of demarcation,” said IPI Executive Director Stuart Seiden. “The Austin-Webcor JV and Hensel-Phelps teams did the next to impossible to make the project happen. They used a rigorous structured partnering approach to earn IPI’s Diamond Level Partnered Project of the Year Award, our highest level of recognition!”

For the $2.4B Harvey Milk Terminal 1 project, the team took an unprecedented step in the creation of the “Big Room”, converting a 36,000 aircraft hangar from the 1960s to house the entire design-build teams under one room. Engineers, airport staff and architects could quickly and easily collaborate to achieve the Airport’s vision for a groundbreaking terminal which honors a civil rights pioneer.

The Harvey Milk Terminal 1 project is comprised of four phases. The first phase opened in July 2019 with the nine departure gates, followed in April 2020 by nine additional gates, an exterior façade with Harvey Milk signage, and a new ticket counter area. The third phase opened in May 2021 with the final seven departure gates, a new post-security connector to the International Terminal, a new museum gallery, and a new display of exhibit content honoring the life and legacy of Harvey Milk.

The fourth and final phase of Harvey Milk Terminal 1, which will create a new North check-in lobby, was postponed by the COVID-19 pandemic but has now resumed. Originally scheduled for completion in spring 2023, this final phase is now expected to be completed in spring 2024.

In February 2022, Harvey Milk Terminal 1 has become the first airport terminal in the world to earn “Platinum” certification using the latest standards from the Leadership in Energy and Environmental Design (LEED) program developed by the U.S. Green Building Council. This latest version, known as LEED v4, raises the bar for the design, construction, and operation of high-performance structures.

In March 2021, Harvey Milk Terminal 1 became the first terminal in the world to achieve certification from Fitwel, a building rating system that provides guidelines on how to design and operate healthier buildings.

The construction of Harvey Milk Terminal 1 is divided into two projects: Boarding Area B (BAB) and Terminal 1 Center (T1C).

  • BAB Construction Manager: WSP / AGS
  • T1C Design-builder: Hensel Phelps with Gensler / Kuth Ranieri
  • T1C Construction Manager: AECOM & Cooper Pugeda Management Joint Venture
