Melco Resorts & Entertainment hosted a national affairs forum at City of Dreams today to share the spirits of the fourth session of the 14th National People’s Congress (NPC) and the fourth session of the 14th Chinese People’s Political Consultative Conference (CPPCC), also known as the 2026 “Two Sessions”. The event is a core component of Melco’s “Splendors of China” learning program to foster national pride and patriotism among Colleagues through education and awareness. The forum welcomed prominent delegates from the NPC and the CPPCC to share key insights on national development, the Greater Bay Area (GBA) integration, and Macau’s role in the country’s modernization.
Guest speakers included Mr. José Chui Sai Peng, Deputy Head of the Macau Delegation to the NPC, Member of the Legislative Assembly of Macau; Ms. Ho Sut Heng, Member of the NPC, Chairman of the Supervisory Board of the Macao Federation of Trade Unions; Mr. Ip Sio Kai, Member of the CPPCC National Committee, Member of the Executive Council and Legislative Assembly of Macau; Mr. Lam Lon Wai, Member of the CPPCC National Committee, Member of the Legislative Assembly of Macau; and Mr. Lawrence Ho, Member of the CPPCC National Committee, Chairman & CEO of Melco.
The event was attended by guests of honor including Mr. Sun Yaohua, Director of the Economic Affairs Department of the Liaison Office of the Central People’s Government in the Macau SAR, and Mr. Kenny Lai, Acting Head of Gaming Inspection Department of the Gaming Inspection and Coordination Bureau of the Macau SAR Government. They were joined by Melco management and non-management Colleagues, and representatives from Macau’s academic community, including professors and students.
To maximize impact, the event was streamed live to Melco’s regional offices in Macau, Hong Kong, Manila, Cyprus, and Sri Lanka. A highlight reel will also be displayed in Melco’s “Heart of House” employee-areas to continue promoting the spirits of the “Two Sessions”.
Mr. Lawrence Ho said, “This year’s ‘Two Sessions’ has put forward new expectations for Hong Kong and Macau, encouraging us to leverage our unique advantages in becoming an important force on the path of national progress. Let us contribute towards the call to serve national development, which marks a proactive shift for Macau. As a local enterprise, Melco must evolve from a recipient of support into a ‘super connector’ and ‘demonstration zone’ for innovation. By integrating ‘New Productivity’—such as high-end medical tourism and tech-driven culture—we will bridge international resources with the Mainland. Through Hengqin-Macao integration and a commitment to patriotism, we aim to lead regional growth and share the fruits of national progress with our community.”
Mr. José Chui Sai Peng interpreted the government’s work tasks for next year using a set of “Two Sessions codes,” pointing out that these quantitative indicators are core to improving the people’s sense of happiness, fulfillment, and security. Regarding the upcoming “15th Five-Year Plan,” he specifically emphasized that all indicators in the areas of green development and security are binding, demonstrating the nation’s determination to promote high-quality development. He shared that he believes this reflects the modernization of the national governance system and indicates the way for Macau to integrate into the overall national development strategy. Therefore, Mr. Chui encouraged all sectors to continue leveraging Macau’s unique advantages of being backed by the motherland and connected to the world, working together to contribute to the construction of the Guangdong-Hong Kong-Macao GBA and the nation’s grand goals.
Ms. Ho Sut Heng shared her experiences of participating in the meeting and summarized the main goals and tasks of the 15th Five-Year Plan. She pointed out that the central government maintained strategic focus and advanced various tasks despite facing a complex and volatile global environment in the past year, achieving remarkable results. On people’s livelihood, the central government insisted that the fruits of development should be shared by the people, implementing numerous measures to their benefit, enhancing their sense of gain, happiness, and security, fully reflecting the focus on people’s livelihood through greater guarantee and sustainability. Ms. Ho stated that this year is the first year of the 15th Five-Year Plan, which is not only crucial for the present but also affects the development direction for the next five years, making it particularly important. She paid special attention the importance of the training of skilled personnel and the optimization of services for the elderly and children, and its guiding relevance for Macau. Ms. Ho pointed out that the SAR government is currently formulating related plans and hopes that employees can provide more opinions and suggestions to help the SAR government better align with the national 15th Five-Year Plan. Ms. Ho further encouraged employees to actively improve their comprehensive qualities, proactively integrating into and serving the overall development of the country, and to contribute to the construction of a strong nation and the development of the SAR while realizing their own value.
Mr. Ip Sio Kai stated that this year’s “Two Sessions” are important events held in the opening year of the 15th Five-Year Plan. Macau should leverage its unique advantages under the “One Country, Two Systems” principle to identify entry points for integrating into and serving the overall national development strategy, whilst seizing the significant opportunities for its own high-quality economic and social development. Following the national direction of developing new productive forces, Mr. Ip explained that Macau should fully empower the construction of its diversified industrial system, continuously deepen the integration of Macau and Hebei, further solidify its advantages as a platform between China and Portuguese-speaking countries, and continuously enhance its function and role as an important intersection of domestic and international dual circulation. Faced with a complex external environment, Mr. Ip said Macau must take concrete actions to ensure the steady and long-term implementation of “One Country, Two Systems” and create a new landscape for high-quality social development in Macau.
Mr. Lam Lon Wai highlighted the strategic roadmap of the 15th Five-Year Plan, emphasizing a shift toward “investing in people” and high-quality social development. He advocated for the institutionalized integration of Macau’s volunteer services into the Greater Bay Area, proposing the use of digital platforms and large-scale events to enhance cross-regional synergy. Mr. Lam also underscored the importance of fostering emerging industries—such as AI, low-altitude economy, and bio-medicine—to drive Macau’s economic diversification. Aligning with national directives, he called for strengthened youth patriotic education and the cultivation of “new quality productive forces” to support regional growth. His vision focuses on transforming social concern into practical action, ensuring Macau’s seamless integration into the national development fabric.

Melco has long been committed to promoting national education and patriotism to colleagues and the community. Since its launch in 2016, Melco’s “Splendors of China” initiative has had a widespread impact on raising awareness of Chinese culture and heritage among colleagues and the community in Macau. A variety of courses, events and exhibitions provide opportunities for colleagues to enhance their appreciation of Chinese history, art and society.
The program has been well received by colleagues since its inception, with over 10,000 participations from colleagues completing the relevant course modules annually. Amongst them, 85% of participants choose to take more than one required elective, and over 95% of colleagues who complete the courses express a sense of pride in China’s achievements, and a desire for gaining a deeper understanding of China’s history, culture and development. Colleagues are particularly interested in the Two Sessions; with the online replay of last year’s event achieving an accumulative 8,300 views.
