There are moments in policy when common sense quietly wins the day. This week in Brussels appears to be one of them.
The European Parliament has approved the revised Package Travel Directive, and much to the relief of corporate travel managers across the continent, business travel has been excluded from the rulebook.
For the Global Business Travel Association (GBTA), which has been lobbying hard on the issue for years, the decision is more than a technical tweak. It is recognition that corporate travel simply doesn’t operate like a holiday package booked on a whim.
In the leisure world, travellers click, pay and pack. In business travel, things run very differently.
Large companies typically negotiate travel contracts for entire workforces through a network of specialised partners, Travel Management Companies, Global Distribution Systems and corporate booking tools. These platforms manage everything from policy compliance to traveller safety and duty-of-care obligations.
Trying to shoehorn that ecosystem into leisure-focused consumer legislation would have created headaches for everyone involved.
So the EU’s decision has been welcomed as a dose of legal clarity in what can often be a foggy regulatory landscape.
Industry leaders say the exclusion acknowledges the unique mechanics of corporate travel where bookings are made at scale, policies govern behaviour, and every trip is tied to a business purpose rather than a beach holiday.
But while the directive vote settles one debate, the broader conversation around passenger rights legislation is far from over.
GBTA is urging European policymakers to keep moving on the remaining proposals, warning that the current framework still leaves grey areas that can complicate travel planning for companies and the professionals who manage it.
For now, though, the message from Brussels is refreshingly straightforward: business travel is its own beast, and it will be treated that way.
For an industry that thrives on clarity, that’s a decision worth checking into.
