The Philippine Department of Tourism (DOT) unveiled its flagship initiative, the Philippine Dive Experience, on November 27, marking a significant leap in the country’s efforts to solidify its reputation as a global diving hub. Held in the world-renowned diving haven of Anilao, Batangas, the launch was a powerful testament to the nation’s commitment to marine biodiversity, sustainable tourism, and economic growth.
Celebrating Global Recognition for Philippine Diving
For the sixth consecutive year, the Philippines has been crowned the World’s Leading Dive Destination at the prestigious World Travel Awards, underscoring its unmatched underwater treasures. Tourism Secretary Christina Garcia Frasco spearheaded the event, which attracted a distinguished audience that included diplomatic representatives from South Korea, India, Thailand, the United States, and other nations, alongside leaders from the diving and tourism sectors.
In her inspiring keynote address, Secretary Frasco emphasized the initiative’s alignment with President Ferdinand Marcos Jr.’s vision of transforming Philippine tourism.
“We’re not just recovering what was lost. We’re positioning the Philippines as a global leader in sustainable and regenerative tourism, rooted in our heritage and identity,” Frasco stated passionately.
Anilao and the Verde Island Passage: Icons of Marine Diversity
Thanks to its proximity to the Verde Island Passage, Anilao was the ideal launchpad for the Philippine Dive Experience, often hailed as the “Centre of Marine Shorefish Biodiversity.” This ecological hotspot is a dream destination for underwater photographers and marine enthusiasts worldwide.

Certified divers explored Anilao’s vibrant reefs, including the renowned LOVE Reef, symbolising community-led conservation efforts. Non-divers were also allowed to immerse themselves in the underwater world through guided scuba experiences, bridging the gap between enthusiasts and newcomers.
“Anilao showcases the best of what the Philippines has to offer,” Frasco said. “Its biodiversity and conservation efforts make it a shining example of sustainable dive tourism.”
Driving Sustainability and Safety in Dive Tourism
The event also highlighted the DOT’s robust efforts to enhance dive tourism infrastructure and safety standards. Key announcements included:
- Installation of Hyperbaric Chambers: Ensuring diver safety at strategic locations nationwide.
- Expanded Training Programs: Under the Filipino Brand of Service Excellence (FBSE) initiative, over 262,000 tourism professionals, including 10,000 from the CALABARZON region, have been trained.
Frasco also underscored the economic impact of diving, citing a ₱73 billion contribution in 2023, demonstrating its vital role in job creation and environmental conservation.
“Sustainability is at the core of our strategy,” she remarked. “Through partnerships with the private sector and global stakeholders, we aim to foster education and protect marine resources for future generations.”
A Collective Commitment to Conservation
The event concluded with a powerful display of community involvement. Participants, including diplomats and local volunteers, joined a coastal cleanup at Anilao Pier, reaffirming the DOT’s dedication to environmental stewardship.
The second day featured a Taal Heritage Tour, showcasing Batangas’ rich cultural tapestry. This immersive experience blended natural wonders with the province’s artistic and historical legacy, creating a holistic approach to tourism.
Global and Local Voices Celebrate the Dive Experience
Batangas Governor Hermilando Mandanas, represented by Provincial Administrator Wilfredo Celis, warmly welcomed the delegates.
“Batangas is proud to host this milestone event. Our partnership with the DOT continues to elevate our province’s tourism profile,” Celis stated.
Similarly, Mabini Mayor Nilo Villanueva, through Tourism Officer Ian Bueno, expressed gratitude for Anilao’s recognition as the launch site.
“This is a celebration of our community’s dedication to protecting and sharing our natural treasures with the world,” Villanueva said.
